David Singer: King Abdullah’s Dethronement Threatens Jordan-Israel Two-State Solution

Here is the latest article by Sydney lawyer and international affairs analyst David Singer.

He writes:

A conference in Jerusalem next month proposing a plan (“Plan”) involving the dethronement of Jordan’s King Abdullah threatens any attempt by Jordan and Israel to peacefully apportion – between their respective States – sovereignty in Judea and Samaria – called the West Bank since 1950 – and Gaza (“Disputed Territories”).

The Plan’s stated goal is to enable Israel to annex Judea and Samaria (West Bank).

The Disputed Territories comprise the last remaining 5 per cent of the territory encompassed by the 1922 League of Nations Mandate for Palestine – where sovereignty still remains undetermined between Jews and Arabs. Sovereignty in the remaining 95 per cent now resides in Israel (17 per cent) and Jordan (78 per cent).

Negotiations between Israel and the Palestine Liberation Organisation (“PLO”) to create a 23rd independent Arab State in the Disputed Territories were fruitlessly pursued for 21 years – before being suspended in April 2014 with little likelihood of being resumed.

The conference organisers are totally upfront and make no bones as to how the Plan is to be achieved:

"The beauty of the plan is that it doesn’t require the consent of the PA (Palestinian Authority) or of Jordan. It just requires the embrace of President Trump. He must engineer a way to remove the king from power and to install [Mudar] Zahran and his coalition as the interim government.”

The PA ceased to exist on 3 January 2013 so reference to it is irrelevant.

Zahran [pictured] – Secretary-General of the self-declared Jordanian Opposition Coalition – has formulated the Plan as follows:

“This plan seeks to execute a feasible two-state solution where Jordan is the natural homeland for all Palestinians, and Israel becomes sovereign over all soil west to the River Jordan. This could only happen if the corrupt, terror-supporting and double-speaking Hashemite royal family leaves Jordan. The Palestinians often revolt against the regime but the king’s police force puts them down. The American media ignore this solution to the unrest in Jordan.

What is needed is for the U.S. to influence the Jordanian army and security agency to stand with the revolution the next time it breaks out. The security agencies and army are already securing the country without any influence from the king who is mostly abroad. Under these conditions, the king would not return. Once that happens an interim government of secular Palestinians who want peace with Israel could be appointed.”

Dethroning King Abdullah to end Hashemite-rule in Jordan for the last 95 years will only exacerbate the 100-years-old conflict between Jews and Arabs.

The Plan also calls for the transfer of one million Arabs living in Judea and Samaria (West Bank) to Jordan:

“Zahran intends to build a new city in Jordan to accommodate a million new residents. This will create jobs and stimulate the economy. These homes will be purchased on behalf of any Arabs willing to emigrate and given to them on arrival.”

President Trump will certainly not be embracing this belligerent and catastrophic Plan.

Wiser counsel should remind Trump that one of his predecessors – Ronald Reagan – said in 1980:

“Israel and Jordan are the two Palestinian states envisioned and authorized by the United Nations. Jordan is now recognized in some 80 per cent of the old territory of Palestine. Israel and Jordan are the parties primarily authorized to settle the future of the unallocated territories in accordance with the principles of the mandate and the provisions of Resolutions 242 and 338.”

Ignoring this Reagan Declaration has prolonged a conflict that could have ended 37 years ago.

President Trump needs to convince King Abdullah to begin direct negotiations with Israel. Failure to do so ensures an even bleaker future for the Middle East than currently exists.

"The World Has Been Living With A Two-State Solution For Decades"

Sydney lawyer and international affairs analyst David Singer, who of course is no stranger to regular readers of this blog, has long contended that "Jordan is Palestine".

That thesis is the raison d'être of his blog here

Now, in an important article, Geoffrey Clarfield and Salim Mansur have written a clear and cogent exposition of that view, argued not only by David Singer but by others.

Indeed, in their article the authors cite the opinion of another person who will be no stranger to readers of this blog, the Jordanian Palestinian politician and pundit Mudar Zahran, a Muslim friend of Israel and of secular democracy

Write Clarfield and Mansur, inter alia:

'Arab nationalism is dead. It lasted for 100 years and it has suddenly disappeared. In the former states of now war-torn Libya, Syria and Iraq, speaking Arabic now means nothing. However, being a member of a family, lineage or clan of either the Shia, Sunnis, Christians, Druze, Yazidi, Tuareg or Bedouin means everything.....

Yet the new Pope has just recognized yet another Arab state, “Palestine.” ....

Until the end of the First World War, most of the Arabic-speaking Middle East was under the authority of the Turkish Ottoman Empire. The Turks lost their empire when they fought against the allies during the war. And so, after four centuries of subservience to the Turks, Christian and Muslim speakers of Arabic, longing for independence, created Arab nationalism, a political movement that mirrored the ethnic and linguistic nationalisms that were then transforming the landscape of 19th-century Europe.

In this new ideology, an “Arab” was someone who spoke Arabic. The largely Christian Arab proponents of this ideology hoped that as citizens of newly created secular states, they would finally be given the legal and political equality denied to them for centuries under Islamic law and Muslim rulers. And so, after the First World War, a number of “Arab” states were created by the League of Nations, such as Lebanon, Syria and Iraq. By the end of the Second World War, they had all gained their independence.

Among these newly created states, there arose the Hashemite Kingdom of Jordan, which became formally independent in 1946. Until then, it was legally part of the League of Nations Mandate for Palestine, implemented on trust from the League of Nations by the British government....

Jordan is a 20th-century British invention, dreamed up in the 1920s, for the peoples living in what Britain illegally hived off from the League of Nations Mandate for Palestine in 1923. Until 1946 its British administrators called it just that — Eastern Palestine.

No one reads the League of Nations Mandate for Palestine document anymore. But according to international law, it is still valid. It is the legal basis for the creation of the Jewish state of Israel. Its provisions still stand, because all of the legal pronouncements of the League were subsequently recognized as binding, when the United Nations was created after the Second World War.

In 1923 the British arbitrarily violated the Mandate, morally and legally, by creating the “Emirate of Jordan” in Eastern Palestine. The British announced that this was a “temporary” measure, which they quietly and quickly made “permanent.” Jews were no longer allowed to live there....

The name, the “Hashemite” Kingdom of Jordan, makes reference to the fact that its ruling tribe, the Hashemis, were imported by the British from outside of Jordan in the Hejaz (what is now western Saudi Arabia). The Hashemis rule Jordan today as the Saudis do Arabia, claiming the name of the country by right of tribal conquest and occupation, but in their case with the connivance of the British, who unilaterally lopped off 70 per cent of mandated Palestine, and gave it to them as their compensation for their tribal revolt against the Turks during the First World War....

Today the majority of the country’s inhabitants are largely Muslim Arabs who now think of themselves as Palestinians. Before the Mandate, they had no national identity and like that of Jordan, there is no record of a self-defined, self-declared Palestinian national identity in any historical document before the early to mid-20th century....

The Jewish state of Israel lies west of the Jordan River and has sovereignty over that territory by historical and legal right. There is no “occupation.” If the Israeli government decides to give back some of this land in a territory-for-peace deal, it will have done so knowing it is sacrificing part of its historic homeland to hostile Islamic expansionists, not to “a people without a land,” for the Arabs of Palestine, that is the Palestinians, are a majority in Eastern Palestine.

The world has been living with a two-state solution for decades....The majority of Jordanians are Palestinians living in Mandated Palestine. There can be no peace without the recognition of this simple ethnographic truth. The Pope should know this.'

Expose The Lies!

There is a war of lies and deceit on the internet generating unbelievable hate by denigrating and delegitimising the legal rights conferred on the Jewish people by the League of Nations in 1922 and the United Nations in 1945. The idea that there are two narratives on the Arab-Jewish conflict is rubbish. There is only one – the factual truth that details the return of the Jewish people to reconstitute the Jewish National Home in its ancient biblical, ancestral and historic homeland after 3500 years of dispersion with the unanimous endorsement of the nation states then comprising the League of Nations.... Generals can’t fight a war without soldiers. The "Apartheid" Slur

The division of Judea and Samaria (West Bank) into three separate areas “A”, “B” and “C” was agreed on by Israel and the PLO pursuant to the Oslo Accords.
95% of the West Bank Arabs live in Areas A and B and their daily lives are under the total administration and control of the PLO since the Palestinian Authority was disbanded by Abbas in January 2013. The PLO has total security control in A and shares security control in B with Israel. Israel has total administrative and security control in C.
Israel is entitled to and will continue to take responsibility for the security of Jews living in the West Bank.
Jews were given the legal right to settle in the West Bank under article 6 of the Mandate for Palestine and article 80 of the UN Charter. They did so for decades until they were driven out in 1947 and not able to return there until 1967.
There are Arab roads only in the West Bank that Jews are not allowed to use. Jews are also forbidden from entering Area “A”. Selling land to Jews is forbidden by the PLO under pain of death. The PLO runs the daily lives of 95% of the West Bank Arabs and Hamas runs the daily lives of 100% of the Gazan Arabs. They have been under occupation – and subjugation – by these two evil groups for the last ten years and given no say in their future or any opportunity to elect others to lead them following the disastrous political decisions of their leaders over the past ten years. Hamas and the PLO do not accept the continued existence of a Jewish State and call for its disappearance.
